Origins of GOELRO plan

1920 February, 11th. In order to execute decision of the Central Executive Committee (CEC) the meeting on electrification of Russia with participation of Supreme Council of National Economy (CCNE), People's Commissariat of Agriculture, Committee for Government-owned Facilities, Central Energy System, Construction Management of Electro technical Institutions, Kashira District Power Plant, and Heat Commissariat and etc representatives took place . At the meeting G.M.Krzhizhanovskiy's speech concerning CCNE Presidium decision to organize the Russian electrification commission and to create practical program of its work was heard. In the report this meeting was called the first session of the State Electrification plan of Russia (GOELRO). March, 6-13th. On a number of GOELRO commission's sessions questions of national economy's various branches electrification, plans on electrification of certain regions, various industries, agriculture, railways, etc were discussed. The group of Commission members was formed in order to compose the electrification works program. According to this program the country was separated into eight economic regions.

The program included five sections:
- restoration, reconstruction and usage of existing power stations,
- drawing up of regions electrification plans,
- the plan of agriculture electrification,
- the plan of railways electrification,
- 10 year industries development plan and industries electrification.

March, 20th. Commission GOELRO of 19 people was completely formed: G.M.Krzhizhanovsky (chairman), A.I.Acesman (vice-chairman), A. G.Kogan and B.I.Ugrimov (deputy chairman), N.N.Vashkov, N.S.Sinelnikov (deputy chairmen's subs), G.O.Graftio, L. V.Drejer, G.D.Dubellir, K.A.Krug, M.J.Lapirov-Skoblo, B.E.Styunkel, M.A.Shatelen, E.J.Shulgin (members), D.I.Komarov, R.A.Ferman, L.K.Ramzin, A.I.Tairov, A.A.Schwarz (members' assistants).

March, 24th. V.I. Lenin had signed the confirmed provision concerning GOELRO Commission.

April, 3rd. IX congress of Russian Communist Party in the resolution "About the regular economic building aims" has noted:

"The basic condition of country's economic revival is the steady realization of the solid economy plan, computed for the nearest historical epoch... While... realization of the noted plan it is necessary to make the corner-stone of a business's technical aspect the electric energy wide usage..."

→ Creation of TGC-2 capacities in1920-30.

Electrification of Yaroslavl province villages has begun in village Gorki of Pereslavskiy district on July, 18th, 1920 with a launch of small hydroelectric power plant, one of the first in Russia, by engineer A.Ganshin on the Shah River. Complete electrification of the Yaroslavl region was finished by the end of 1970.

In 1920 in Arkhangelsk wood development and wood using industry became the objects of electrification.

At the first stage of reconstruction at the operating wood industry enterprises the main steam-engine and transmission drive for saw-frames remained, but all the rest machine tools and mechanisms were transferred to the individual electric drive and to the centralized electro supply. Steam dynamo machines were dismantled. New factories were completely built upon the machine tools and mechanisms with individual electric drive and on the centralized electro supply.

From 1920 to 1930 in the Novgorod province 10 power stations were build to provide power for knitter craftsmen, 8 flour-grinding mills, 6 saw-frames and illumination of 11 villages.

February, 5th, 1922 at the Yaroslavl provincial economic meeting session the problem of strong power supply sources creation in region, economy restoration and development was contemplate. Then, according to GOELRO plan, it was decided to begin preparation for power plant building on the Lyapinskiy peat-bog.

In 1923 in Kostroma region first in the country Shungenskiy co-operative agricultural power plant with the capacity of 350 kW was put into operation.

November, 21st, 1926 with the launch of the second power station (capacity of 5 MW) electrification had continued and district heat supply of the Yaroslavl region had begun. The centralized heat supply in Yaroslavl was generated by means of this power plant through water heating in turbines condensers with its distribution in residential houses by the 3 km long pipeline. Yaroslavl became the second city in Russia with a centralized heat supply (the first - St.-Petersburg, 1924).

In 1927 building of Kostroma CHPP had begun.

September, 16th, 1930 in Kostroma the first launch of the Central power plant with the capacity of 5500 kW (Kostroma CHPP-1) was made. Kostroma CHPP-1 was the first among peat-burning power plants where run-around system of hydraulic ash removal was mastered.

In 1930 in the Vologda region the first rural power plant on the Komyola River in Gryazovetsky district was constructed.

In Tver reconstruction of the first CHPP (nowadays the structural division of the PJSC "TGC-2" -CHPP-1) was planned on 1916. But plans had to be changed due to the Revolution. As a result reconstruction begun in the mid-twenties and was finished in 1935.
