Creation of AO-energos (end of 1980ies - 2003)
→ Background of electric power industry reforming
In 1980th years in country's electric power industry stagnation signs began to arise: capacities were updated much slower, than the current consumption grew.
In the nineties, during the period of general Russian economy crisis, current consumption volume has essentially decreased, at the same time process of capacities renewal had almost stopped.
The general situation in the branch was characterized by following indicators:
- By the technological indicators (the specific consumption of fuel, average efficiency of the equipment, working capacity of stations, etc.) the Russian power companies lagged behind their analogues in the developed countries.
- There were no motivation for efficiency increase, rational planning of manufacture modes and current consumption, power-saving.
- In separate regions there were power supply failures, the energy crisis occurred. There was a high probability of huge breakdowns.
- There was no payment discipline, non-payments were common.
- The branch enterprises were "not transparent" regarding information and finances.
- Access to the market was closed for new, independent players.
All of this caused the essential need of electric power industry reorganization which would create motivations for efficiency increase of the power companies and would allow to increase the volume of investments into branches essentially.
The political and economic events which had occurred in our country and the countries of the central and east Europe, led to the essential changes of United Power Grid working conditions. Change in patterns of ownership in electric power - creation of joint-stock companies - RAO "UES of Russia" and regional joint-stock companies-Energo, transition to market relations led to new problems in the field of dispatch-technological management.
In 1984 Vologda power supply system organized by separation from Yaroslavl power supply system. District Production Division "VologdaEnergo" was formed and the Vologda CHPP was included in it.
In 1986 the power supply system "NovgorodEnergo" was formed by transformation of "LenEnergo" Novgorod electric networks to a power industry and electrification production association "NovgorodEnergo". The Public Joint-Stock Company of power industry and electrification "NovgorodEnergo" is confirmed according to the Decree of the President of the Russian Federation "About the power complex management organization of the Russian Federation in the conditions of privatization" d/d 14.08.92 N 922.
PJSC was registered by administration of Novgorod for # 120-rr d/d 25.01.93.
In 1988 District Production Division was transformed to a power industry and electrification production association "KostromaEnergo".
January, 28th, 1993 the public joint-stock company of JSC "KostromaEnergo" with the charter capital of 284 027 000 rubles (before the denomination of 1998) was registered. It included: Kostroma CHPP-1, Kostroma CHPP -2, electric networks - Central, Kostroma, Galichsky, Nejsky, Sharinsky, Power Sales, "KostromaEnergo" specialized repair". By this time in region there was a large power complex: 3809 Megawatt generating capacities were entered, extension of electric networks reached 30 000 km, the arterial heat networks - almost 100 km. The electric power industry became the leading economic branch, occupying 60 %, of the regional industrial production and the third part of it was produced by JSC "KostromaEnergo".
August, 11th, 1993 the public joint-stock company "Tver power system", nowadays PJSC"Tver power system" (PJSC "TverEnergo") was founded.
In 1993 during privatization the state production association of power industry and electrification "YarEnergo" was transformed into the public joint-stock company - PJSC "YarEnergo".
1994 - increase in the Charter capital of the JSC "KostromaEnergo", owing to the revaluation of the fixed-capital assets, which size had reached 136 332 960 rubles (after denomination of 1998).
March, 18th, 1997 Heating Enterprise " Arkhangelsk city heat networks " was formed.
In nineties the tempo of new power objects building in the region had sharply decreased because of a difficult financial position of PJSC "ArkhEnergo".
The decision of RAO "UES of Russia" Board d/d 02.07.01 # 546 paragraph 4
PJSC "ArkhEnergo" was a part of a subsidiary public joint-stock company of the RAO "UES of Russia"- PJSC "Northern power operating company".
September, 2001 - functions of an individual executive office of the JSC "KostromaEnergo" were given to the PJSC "Northern power operating company" operating company (up to 2005).
In 2001 the PJSC "Northern power operating company" operating company which structure included PJSC "VologdaEnergo" was formed in Vologda.
August, 29th 2003 the project of PJSC "VologdaEnergo" reforming was considered and confirmed by the RAO "UES of Russia" Board of Directors.
July, 1st, 2003 functions of operational and technological management of Vologda region power supply system were transferred to branch of the "System operator - Central Dispatching Management of the United Power Grid" - Vologda Regional Dispatching Office.
