General regulations for the heat energy payments

The heat energy cost is determined according to the tariff set by the regulating authorities, to the actual amount of heat received by the consumer and to the actual consumtion accounting data, if not otherwise specified by the federal law, by other legal documents or contracts.

State heat energy tariff regulation is performed based on principles and existing legislative regulations, by determining economically reasonable tariffs on the heat energy and their ultimate level. Validity period of the set tariffs can not be more then one financial year, if other is not set by existing legislations.
